Until a recent update, resources were exactly the same as it was to the player, meaning that if a play had lets say 1,234,567 meat, you an loot that amount of meat. Otherwise, you can either quit or search for another opponent. After finding them, you are given a chance to take a look at the empire and you may chosse whether or not to attack it. You have to pay varying amounts(different levels) of gold to find players.

PVP is a part of Social Empires where one can attack others and steal theirresources, up to around 100k each.
